Project Summary:

The Upper Valley Lake Sunapee Regional Planning Commission (UVLSRPC) worked with Vital Communities to assist the Lebanon Energy Advisory Committee (LEAC) in developing a comprehensive Energy Plan. This effort sought to engage the Lebanon community, civic leaders, and City Staff in the planning process.  The Regional Planning Commissoin leveraged technical assistance through the Energy Technical Assistance Program to provide added value to the overall Project Team services.

 Services to LEAC in developing the Energy Plan included the following tasks:

  • Outreach & Community Engagement:  The Project Team  worked with LEAC to engage the community and obtain input and understanding of the City’s energy priorities through at least one community forum, participation in the regularly scheduled LEAC meetings, and meetings with key City Staff.
  • Energy Efficiency – Research & Data Analysis:  The Project Team conducted technical analyses based on the community engagement phase of work.  Efforts in this phase of work  included detailed building assessments for approximately ten municipal buildings, lighting strategies, municipal vehicle and transportation policies, and energy related land use and procurement policy.
  • Renewable Energy Resources – This phase of work  included research and analyses related to Lebanon’s potential for utilizing renewable energy resources. Focusing  on small-scale power generation opportunities through wind, solar, and hydro-based technologies,  this planning-level assessment identified  the potential for renewable energy opportunities  followed by feasibility studies.  UVLSRPC conducted detailed GIS analyses  and identified sites with highest potential for wind or solar power generation.

 The final Energy Plan incorporated tangible recommendations, an action plan for specific improvements and a strategy for developing a set of recommendations for City-wide long-range energy planning efforts.
