The UVLSRPC Regional Plan is a policy document aimed at achieving balanced growth in the Region while protecting the features of our landscape and communities that make them special and unique. The Plan contains policies and recommendations regarding UVLSRPC activities, which form the basis for our workplan priorities, as well as those pertaining to its member municipalities.

Topics covered include:

  • Land Use
  • Historic Resources
  • Natural & Scenic Resources
  • Recreation
  • Energy
  • Facilities, Services & Utilities
  • Housing
  • Economic Development
  • Transportation

The UVLSRPC Regional Plan is a living document. To ensure that the Plan is kept current, the staff and Commissioners who volunteer to serve on the UVLSRPC Planning Committee work together to draft updates and revisions for consideration by the Commission. With the support of staff research, the policies and recommendations included in the Plan are developed based on both intermunicipal discussions facilitated by UVLSRPC and the assistance of the public and other partners.

In February 2004, updated Natural Resource and Population elements were incorporated, an Economic Development element was added, a new Transportation Plan was adopted, and the 1995 Fair Share Housing Analysis was replaced with the 2002 Housing Needs Analysis.

Amended in December 2005, all of the Goals, Policies and Recommendations contained in the Regional Plan are contained in Chapter 1. Download chapter 1 of Regional Plan (PDF, 172 KB)

In addition, the latest amendment to the Regional Plan, the Housing Chapter adopted on December 21, 2005 which includes in its appendices the 2002 Upper Valley Housing Needs Analysis can be downloaded here. Download Housing Chapter (2.1 MB)
