Sullivan County Leadership Forum on Solid Waste

The Upper Valley Lake Sunapee Regional Planning Commission (UVLSRPC) is pleased to coordinate and host the Sullivan County Leadership Forum on Solid Waste. A USDA grant for $100,000 was received by UVLSRPC to provide technical assistance to towns in Sullivan County.


Meetings and presentations on timely solid waste issues will be held a few times a year to provide municipal leaders an opportunity to share experiences of common solid waste issues.
Past meetings included reports on the proposed Hartland, Vermont landfill and the proposed single-stream recycling cooperative in Concord, New Hampshire.

UVLSRPC is working on this initiative with Antioch New England Institute (ANEI) based in Keene, New Hampshire. ANEI, in collaboration with many communities, has recently completed "A Recycling-Based Waste Management Action Plan for the Communities of Sullivan County, NH" (February 2007) which is designed to help Sullivan County residents realign waste management priorities toward a recycling-based and resource conservation-based economy. The Action Plan emphasizes reducing the volume and toxicity of waste through waste reduction, reuse, recycling, composting, proper management of household hazardous waste, and effective management of residual waste. Another document specifically for Sullivan County municipalities is "Recycling Collection and Processing Options for Sullivan County, NH," (October 2007) prepared by Resource Recycling Systems for the Sullivan County Commission, City of Claremont, Town of Newport, and Antioch New England Institute.
This study concludes that recycling rates in Sullivan County are among the lowest in the State; and this issue needs leadership of elected officials to ensure that sufficient collection and processing facilities are available to increase recycling rates, reduce waste disposal, and save residents and businesses money.

The UVLSRPC sees itself as a convener for bringing together Sullivan County municipal leaders to exchange information on solid waste and recycling issues and explore opportunities for coordination and cooperation. We envision that this forum could be used to address a broad range of solid waste issues to look at whether there are opportunities for towns and cities to work together to:

  • Sort and process recyclable materials in Sullivan County that increases recycling rates and lowers per tonnage cost.
  • Consolidate solid waste and recyclables for processing and hauling long distances to a waste disposal facility.
  • Manage household hazardous waste and special waste.
  • Process and prepare for market other waste materials such as organics (food and yard waste) and construction and demolition debris.

The meetings will be noticed to every Sullivan County municipality, as well as all past attendees.
