Project Summary:

The Upper Valley Lake Sunapee Regional Planning Commission (UVLSRPC) has developed a Regional Broadband Plan, as a member of the New Hampshire Broadband Mapping and Planning Program (NHBMPP).

Per NH RSA 36:47, UVLSRPC will hold a public hearing to take comments on the proposed Regional Broadband Plan.  The plan addresses current broadband availability, identifies barriers to access, and provides recommendations for increased availability.  The plan has been sent to all local libraries, select board/city councils, and planning boards in the region for public review.  Written comments by letter to above address, fax to 603-448-0170, or e-mail to info@uvlsrpc.org  will be accepted until 4:00 PM on April 23 for the hearing.  The plan is also available on-line at www.uvlsrpc.org and in the UVLSRPC office.  For more information, please contact Rachel Ruppel at 603-448-1680. 

The draft plan is available for download as a PDF here. Hard copies are available for review at UVLSRPC offices and have been mailed to all public libraries, planning boards and selectboards/city councils, as well as the Office of Energy and Planning.


The NHBMPP is a joint project of the NH Regional Planning Commissions, NH GRANIT at the University of New Hampshire, and a variety of state agencies. The NHBMPP is funded by the American Recovery and Reinvestment Act (ARRA), through the Department of Commerce National Telecommunications and Information Administration.

Each of the Regional Planning Commissions coordinates a Broadband Stakeholder Group that advise on:

  • the identification of barriers to the deployment of broadband services
  • promoting collaboration with service providers to facilitate deployment and use
  • collecting and analyzing information on the use and demand for broadband services
  • facilitating information sharing between the public and private sectors regarding use of and demand for broadband services.

The regional broadband plan is intended to serve as a comprehensive document that highlights the current landscape of broadband availability in the Upper Valley Lake Sunapee planning region and identifies ways to increase broadband adoption and utilization. The regional broadband plans serve as guidance documents for communities, policy makers, businesses, institutions, and residents to better understand the availability and need for and utility of broadband now and into the future. All nine plans will be compiled into a statewide broadband planning document by NH Office of Energy and Planning.

Network New Hampshire Now
is a collaborative project to expand broadband throughout the State, led by the University of New Hampshire. This project, funded by $44.5 million in economic stimulus money and matched with $22 million in private cash and in-kind funding, developed a fiber optic network and a microwave network to support broadband Internet deployment. Part of this project, called New Hampshire FastRoads, built a fiber-optic pipeline through the Upper Valley and Southwest regions of New Hampshire, including fiber-to-the-home Internet connections in the towns of Enfield and Rindge.
